Kigali to Host the International Conference on Inclusive Insurance 2026 in October

[post-views]

Kigali at the heart of inclusive insurance

The 2026 edition of the International Conference on Inclusive Insurance will take place at the Kigali Convention Center.

The conference will bring together various stakeholders from the inclusive insurance ecosystem, including insurers and reinsurers, regulators and policymakers, technology companies and InsurTechs, financial institutions, investors, international organisations, development partners, researchers and academics.

The stated objective is to foster dialogue, collaboration and innovation in order to expand financial protection and strengthen the resilience of populations that remain underserved by insurance.

Five Rwandan institutions to host the conference

ICII 2026 will be hosted by five Rwandan institutions:

  • the Ministry of Finance and Economic Planning (MINECOFIN);
  • the National Bank of Rwanda (NBR);
  • Access to Finance Rwanda (AFR);
  • the Rwanda Insurers Association (ASSAR);
  • the Rwanda Insurance Brokers Association (RIBA).

The event is being organised in cooperation with the Munich Re Foundation and the Microinsurance Network.

This involvement places Rwanda’s insurance industry, its regulator and public authorities at the centre of the international discussions scheduled to take place in Kigali.

Digitalisation, climate and regulation among the key themes

The programme covers several issues directly related to the development of inclusive insurance.

Organisers have announced discussions on inclusive insurance business models, digital solutions, climate and disaster risk management, as well as the regulatory and policy environment.

The conference will also address health insurance, the design of solutions tailored to the specific needs of women, the role of microfinance institutions and savings and credit cooperatives, understanding customer needs and consumer education.

Rwanda’s insurance market on the agenda

Rwanda will also have a dedicated place in the programme.

A roundtable focusing on inclusive insurance in Rwanda is scheduled for October 20. It is expected to bring together representatives from Access to Finance Rwanda, ASSAR, the Ministry of Finance and Economic Planning and the National Bank of Rwanda.

The session will notably present initiatives already undertaken in the Rwandan market to expand insurance coverage.

Discussions will focus on management models, the development of distribution channels and technological advances that could support further expansion.

Innovation in African insurance under discussion

Africa will also feature prominently throughout the conference.

The programme includes a session dedicated to building an ecosystem capable of scaling up inclusive insurance innovations across the continent.

Representatives from the reinsurance industry, InsurTech sector, development finance and the Rwandan market are expected to participate in the discussions.

The objective will notably be to examine how technology, data, regulation, risk capacity and distribution models can be combined to develop economically sustainable inclusive insurance solutions.

A day dedicated to Rwanda’s agricultural insurance

ICII 2026 will conclude on October 23 with a field trip dedicated to Rwanda’s National Agriculture Insurance Scheme (NAIS).

This national agricultural insurance programme aims to strengthen the resilience of farmers and livestock owners against climate-related and agricultural risks.

The visit will provide participants with an opportunity to observe how the programme operates and engage with the various stakeholders involved in its implementation.

Five days of discussions in Kigali

The International Conference on Inclusive Insurance will therefore take place from October 19 to 23, 2026, featuring pre-conference workshops, plenary sessions, specialised sessions and a field trip.

For Rwanda, the event will provide an opportunity to showcase local initiatives in inclusive insurance while welcoming insurance stakeholders from more than 50 countries to Kigali.
